July 2009 Quiz:

Bill and Tim are playing a match at their local club.  Upon reaching the 2nd tee, Bill realizes he has 15 clubs in his bag.  Tim, being a nice guy and wanting to win without the aid of nit picky penalty strokes, waives the two stroke penaly.  They simply declare the 15th club out of play and continue on with their match.  After adding their scores, Tim lost the match by a single shot.  So what's the deal?
